What Does University-Based Training Mean?

University-based training (UBT) describes nationally funded education that develops health information technology (HIT) programs within community colleges and universities.

Under university-based training, U.S. universities receive grant money to increase the number of HIT professionals. The Program of Assistance for University-Based Training helps colleges and universities train their students for the following careers:

  • Health information management and exchange specialist
  • Health information privacy and security manager
  • Research and development scientist
  • Programmer and software engineer
  • Health IT sub-specialist

As of 2011, much of the grant money provided to the academic arena has been derived from the development of electronic health records (EHR) through the American Recovery and Reinvestment Act (ARRA) of 2009, which is part of the Federal Stimulus Bill. This has and will set forth billions of dollars for interoperable HIT within treating medical facilities and by eligible providers (EP). A portion of this is going toward HIT education. As a result of the shortage of IT professionals, it is necessary to have UBT grants for EHR education.
